Check credit (I'd recommend at least 650 and higher), check income by getting 3 months worth of paystubs (make sure they earn at least 3 times the monthly rent), I'd also recommend calling their old landlord for a tenant reference. 

Best way to find a lender is from someone referring from personal experience . 

Simple -- the fraudulent actions and misrepresentations you reference are against statutes and contractual terms. 

I was wondering if anyone had clear SOPs written out for the property management side of things that I may be able to reference?

My property managers will also send the client back to us because we originally referred them for the management.Different models for all.

This will allow you give a reference point on how much potential rent you can receive.
