The problem is the house looks awful. there's a derelict car at the end of the driveway, a stash of agricultural and miscellaneous tractor and equipment parts in a pile at the corner of the yard, a boat and his collection of high voltage electrical apparatus like a couple diesel generators, inverters, etc.

Whenever there was snow, I would clear the parking lot with a tractor. 

They just have to buy a home in a designated census tract or community, which in this case they are selecting via Black and Latino demographic makeup.

I had a friend haul my tractor up there and we cleared about 6 acres of field behind the house and re-cut some of the old logging trails for hiking and adventure sports.

Its hard to provide exact timeframe and cost without knowing the specific location of the tract or any info about it except size, but as a rough estimate, you're probably looking at about a year in processing and upwards of $100k in city fees, if not more.

But of course you see all kinds of things that aren't legit or legal...Can you get a tractor bucket under the corner and see if it lifts up?

As far as the work involved, none of it at this point is landscaping except maybe some holes in the yard from the dog that my tractor can handle.

Drive the dumptruck home and drive back with my tractor with a boxblade to smooth it.
