Mold damage in Florida is considered Environmental Hazardous.

For example, I've seen where a hobbyist investor/developer works on project, they hire an engineer and/or architect, but they ended up missing something vital, i.e. drainage issues, environmental, fire dept review, planning the wrong type of product for that market (buyer & renter demographic), etc.

I would definitely contact a local civil engineer or environmental engineering firm. 

This particular transaction not only included preparation of loan docs but also  review of subdivisions, deeds, permits, environmental reports, easements etc.

I.e. environmentally conscientious, cost of ownership, generally lifestyle and design, and/or part of a 3rd party verification program.

In cases of environmental contamination, that can limit what could be there in the future, for example a former car repair shop (that you found the stale yelp reviews for) is likely sufficiently contaminated that it can only ever be something like that, you won't be able to put a daycare center or restaurant in there.

If you are budget conscious and keep track of your expenses, it will not add any value and can even be riskier and more expensive as the rate arbitrage between HELOC and mortgage is not in your favor.
