In San Diego water is a scarce and a precious resource.We have used percentage of water bill for units of 3 or less on a meter (not split evenly but split equitably and agreed to by tenants as part of the lease).

I always look for cash flow and equity, I think CT is mostly flat right know in terms of apreciation, at least in my area but if my numbers (purchase price, taxes, vacancy rate, etc....) works then i will jump into the deal.
