I asked specifically about smoking and she lied to me that her daughter is allergic and if someone wants to smoke they will go outside. 

Smoking should only be done outdoors and at least ten feet away from doors and windows, particularly if they are shared with other renters (e.g. apartment building).Marijuana is unlikely to cause permanent damage or justify painting the walls, but it does leave an odor and the residue on a wall can actually be harmful to someone's health if they are allergic to it at all.

And I am allergic so i am not happy about the new legal pot laws :(

I read a news story a couple years back about a Landlord that allowed a Tenant in one apartment to have a dog, even though the tenant in an neighboring apartment was extremely allergic to dogs and had severe health problems.

Furthermore, if any of the other tenants in the building are allergic, you have reasonable means to deny this reasonable accommodation.My suggested first step would be to question that pet's credentials.

Sure, humans tend to be allergic to animals and that's the only reason they notice the dander and hair in carpets.
