There will be programs for that, just like houses close to the airport, they have a quite building program that is being paid for by LAWA, I assume it will be the same, the probable issue will be the ground shakings / vibrations when rails pass.

It would raise the level of your floor, but you could put a layer down beneath your underlayment and LVT (which is quieter than laminate) or upgrade to cork for an environmentally sustainable option.Mass is what reduces vibrational noise (like talking).
