I intend to get a single family residence, add an ADU, live myself in the residence and rent out the ADU as a studio apartment long term.I have checked my city's ADU laws and long term renting is permitted.Question : can I obtain the REP status while maintaining the ADU while it is in my primary residence?

From my best understanding, the city zoning committee seems to turn a blind eye to it (due to the need for housing for students).

Next is regulations, checking with city to assure it's legal to do. 

I think initially it makes sense to find properties that already have finished basements, in-law suites, etc. as converting those spaces to ADUs will be inexpensive and create a significant amount of rental income ($2,000/month+ in most areas close to the city).

You wouldn't know if it is truly illegal or not without asking the city, which you would not do obviously.

Companies are unlikely to consider cities with high crime or cities with high operating costs.You will need multiple properties to replace your current income.
