I have a couple of duplexes with that problem in that one side is neat and the other side leaves food out, never washes dishes, etc.What I also like to do is get a big bag of (I forget what kind) poison powder that I ring the outside of the unit with like a moat.

Kind of messes up the books when double rent is shown for that month and none when it is applied the last month but it all comes out in the wash!

On my last rehab I found a box that had a single "lever" which would shut off both hot and cold water to the washing machine, that's my favorite style.

My guess would be too, that when this issue is not addressed by state law, how it washes out may lean toward lenders in conservative business minded states and toward borrowers in more consumer minded liberal states, that's a guess.

Scrape off whats there , go to the local self service car wash and clean it , or grab somebodys pressure washer blast it clean and put it back .

I washed the walls with a bleach cleaner and then I used Killz 2 the oil based primer on the walls, and baseboard.
