The only indication I could see for potential growth in the area is the recent construction and opening of popular restaurants (Texas Roadhouse, Chilis, etc) and the rebuilding of Dundalk Ave streets and sidewalks.

The one thing I have left to do is the right of way work, of which only the sidewalk is left.

Those streets aren’t too far east side walk.

They were toying with the idea of cutting the basement floor, replacing that portion, then near the foundation, pushing another pipe through the cracked pipe out the foundation and to the sidewalk. 

I used to do weekly volunteer work in Kensington and to paint the picture (A) half the buildings don't have all 4 walls (B) homeless people everywhere (C) needles all over the sidewalk (D) people literally knock on your windows if you're stopped a red light trying to get money or sell you crack.That being said, supposedly Kensington is up-and-coming.

A 4plex in a group of 4plexes caught my eye, but it's on the corner.Outside of having to shovel two sidewalks in winter, is there any downside I should consider?

This even includes things like peeling paint and cracked sidewalks sometimes.

If that does not solve it you can add a French drain around the house (even on other side of sidewalk) which could include gravel and a drain which again brings water away from house.Those would be the first two steps I would take.

If it is shoveling the snow on sidewalks or driveways or cutting the grass at a single family home or their half of the dupelx-those are things the tenants should be doing when they rent the house-no decrease in rent, no extra pay.
