Technically, most villages require that once you pull down a sizable chunk of drywall in a room(30% or more of the room), you have to update EVERYTHING in that room (i.e. electrical, plumbing, ductwork maybe).

You sure went to a lot of trouble to compile a list of the top mentioned comic books, I know readers of fiction will be interested and entertained.Problem is, the content of all of them, much is fluff, exaggerations, puffing deals, describing tactics or strategies that are difficult to duplicate in reality, often contains unethical and illegal practices, misrepresents RE definitions such as "market value" and "equity" and more often misrepresents title standings and rights and interests.

Two things I suggest you consider when deciding on areas are: 1) Landlord/tenant laws: i.e. how long does it take for an eviction.2) Village rehab laws/building inspectors.I would strongly recommend you stay away from cook county.
