While making it livable is obviously necessary, maybe a few things that could be added to keep appeal in mind- basically putting you in line with area comps/level of finish.Good news is that there are a few updates that can be pretty inexpensive like paint and carpet- although carpet isn't usually a go to in recommendation for a rental , but I realize that laminate is more costly. 

Think - the space a carpet supplier might occupy with a small amount of retail up front and a large warehouse in the back. 

(I am hoping that there is no load bearing element in this wall)- Get rid of carpet and replace is with LVP- Change out light fixture- Somehow manage a small living room space.- Repaint the cabinets and add hardware.- Add a nice dresser and a mobile clothing rack.- Add a washer and dryer in the bathroom Anyway...any input appreciated.

I am looking for carpet installer and contractor recommendation.

Carpet would be a huge help in eliminating the foot noise.  

Other than vacating the tenants and doing the paint and carpet thing, I can’t see a way to exit this portfolio.  

So kids putting paint chips in the mouth or if you sand lead based paint and that dust goes in the carpet, kid crawls on carpet and puts hands in mouth.
