Frankly, I wouldn't buy that property.We've mitigated smoky properties but it required washing down everything (twice) with TSP and then priming with a shellac/oil based primer and then putting the top coats on.

See if you can get a quote to acid wash that pool.

It will end up a wash in price but you will not have the problem again for some time.

Its worked out well and saved me 12%.An investor I met lives in Wash DC and has 20 rental houses in FL.

Probably want to power wash the deck first and then paint and seal.Sometimes you can just flip the boards over and they look like new underneath and re-install.

I made sure we painted the house the EXACT same color since I did not want to waste 30-45 days waiting on the HOA, but in all fairness to whatever neighbor called us out.... when I purchased the house it WAS GREY-ish.... and after we pressure washed all the mold and mildew off it was BEIGE-ish.    

Although in this scenario, the cost of the water is usually built into the monthly rent payment so that it almost ends up a wash each month.
