Hmm, this is very enlightening.

As I see it, if he's conveyed what he wants to get by presenting it via a specific cap rate, that's golden as the task at hand isn't getting him to agree on a price, but rather he needs to be enlightened at how to use the cap rate formula.  

The situation I am currently in is an interesting one and I hope someone can enlighten me on the right path to take.

If not, please enlighten me.

Your post inspires me - you've got a great back story, and it sounds like all that traveling and experience starting e-commerce businesses were really enlightening and pushed you to keep a growth mindset.

But, I think I'll let you find out the answers from the housing authority and I hope you will enlighten us all.
