If the area were destroyed by a hurricane, businesses shut down, tourism industry declined etc., would it even be worth rebuilding those buildings on the same lot or just sell the lot and move on. 

Assuming you are not 'on the river' and maybe a few blocks to 1/2 mile away is going to make all the difference in a rental market where the river drives all the tourism.

Any reason to come to Pittsburgh (sports, tourism/hospitality, medical jobs, education) is done much better nearby (Philly, Cleveland, DMV/DC, New York, Atlantic City). 

So, if there was a deal to be had in Vietnam or Thailand, would it be worth it to pursue and beat the rejection?

The economy seems to be more diverse having a good number of military stationed there, quite  a number of hospitals, tourism, oil, gas and growing a little in technology.
