I'd have a Home Inpsector and/or General Contractor go over the place and make a list (Scope Of Work) with a tight budget.

Anyone know if there is an accessible list anywhere for code violations open and or closed cases?

The cheap way is as @Conner Olsen recommended, go off of a shopping list, and hire on the ground folks to unpack it all.

If so are you sure you’re getting market value for the property if it’s not listed on the MLS.

who would post tons of local rental listings and had a massive following on IG and YT.

if there is lots of interest, they can say to you "that's a nice list of 'issues' your inspector found - give me asking price, or find another property. i'm not making any repairs or lowering the price."
