For AC, you need separate ductwork for supplies and returns between the units, separate blowers, and you also need separate cooling systems - condenser and coiling coil; you might be able to use mini-split units to achieve that.For hot water, you need the piping separate for the hot water, and then you will need multiple water heat sources with one per unit.

I realize the future of this land is a condo complex, walking the property it has ample room for a 40 unit complex no problem with enough parking.I have some first hand experience with rentals but nothing to this caliber, what would be the steps for me to take to even see if we could achieve this?

At the end of the lease, evaluate the property to see how much money is require to invest so you can achieve that market rent.
