Another question to get an answer to is how long has the encroachment existed?

I know the Washington DC, Frederick MD, Hagerstown MD, Philadelphia PA and Nashville TN markets very well, but I doubt there's any market out there I couldn't learn in three or four months if I needed to. I

I am trying to see if I can get something at home depot to help unclog the pipe but if unable to I might have to spend 4200 dollars, this being said, the tenant keeps arguing with me that he is not responsible even though he is the only one living in the property since October 2019, he said the stuff could have been in the pipe before he moved in. 

Who knows..I thought it would make more since for me to send it the local closing agent..Who are you guys writing the EMD to is it HUD or the closing agent?

@Gary Siver there was one spot that fell off that was not painted, but the glue I was referring to is a think layer of paint under the popcorn ceiling.

If my clients are happy with who I have referred them to, I have provided value to them - and that's all that matters to me.

Even if I wanted to I could not buy a share.
