The city makes it hard and you have to go in front of the zoning board for approval...but it is possible.Alot of rules and permits to buy- but it would be worth the hassle.

The center has an extra 20 acres of greenfield zoned for additional retail.We know there is pent up leasing demand, but not sure what is current development costs as we haven’t built a thing since before Covid.Anyone can shed a light as to what is the current per square foot average these days?

Over the last couple years, everywhere I go by the beach in Mexico (in much nicer places than Tulum), when I'm told the local zoning doesn't allow to build this or that and I ask why, the answer is invariably "We don't want to become another Tulum".
