As others have indicated, a judgment is difficult to enforce against someone to get any money out of. 

I don't minimize that, only to say that in the past people had that AND massive societal problems, war, scarcity and economic poverty.

The tenants have been late numerous times (which I have documented)  They have indicated that they will move out next week, but I am concerned that they might not or even worse destroy the place before moving.  

If they insist on staying, then that indicates they aren't actually concerned.If they insist on testing, make them pay for it.

Ultimately, separate renter's insurance provides better protection, minimizing confusion and ensuring proper coverage for unforeseen circumstances, benefiting both landlords and tenants.
