Does the FEMA map get redrawn every so often, if say we were able to do substantial site work to get our elevation to a point where we are no longer in the flood plain, to build?

A vacant lot survey is usually $500 you will also need preliminary site plan, as built and elevation certificate in certain areas.

Having less market value could very well be giving you the opportunity to cash flow even with the added expense of flood policy.I have tried to go the route of an elevation certificate to no avail.

If anyone has used an appraiser before that was able to consider elevation in a floodplain I'd be curious to talk to them. 

There is currently no way to escape the courtyard unless you a) go through one of the three residential buildings, and b) through a 1-foot wide space between one of the residential and commercial buildings (which i think cannot be considered a legal "pathway" or "means of egress".To obtain higher rents from the first floor unit, we are looking to enclose our portion of the courtyard with a fence (8 feet tall) and build a decking system (elevated 6 inches off the dirt floor).I'm worried about what the fire inspectors may say to this? 

Say 900' per with loft and of course it would need to be elevated.
