The above comments are good input, but there some banks that will do construction loans based on the merits of the project (as constructed value) rather than your income. you will need to write a formal proposal (but i assume you did that for your previous loan).   

Most PM contracts have a get out of jail mostly free card but this borders on gross negligence (an important distinction from simple negligence) if you could unearth that from a simple google search and you may have a case to collect. 

In this market taking a contractor and getting a formal bid to make offers is not feasible. 

Legally he can’t evict me because there was only a 30 day notice (which started and ended while I was out of state), and the formal eviction notice hasn’t been posted or mentioned.

Can I set up some sort of agreement or promissory note that formalizes this properly? 

A few are on the border line for sure but most have really stepped up to the next to impossible odds they have faced the last 2 years. 

UNLESS the lots were formally combined and lot lines abandoned then they would need to be re subdivided. 

Being that she sent over no receipts (cleaning estimate) and I previously stated my goal was to remain amicable if possible - I offered that she pay the rent less $150 by the end of the day unless she'd incur fees and I've have to proceed with formal measures. 

I also made a formal complaint with SAHFR of MO since he took money from them on my tenants behalf.
