If it is, you might be able to entice your buyer to assume your loan with your interest rate of 5.375%, which may be better than what they can get today. 

The definition of "unfinished" can be disputed as well, and measurements can just be off.Another factor is that lots of money put into things like custom landscaping, exotic fixtures, outdoor living spaces and even flooring materials might add zero value to an appraisal even if such items would entice a knowledgeable buyer to pay top dollar. 

Without the 30 year term, this move becomes much less enticing.

But basically different possibilities to structure a deal that benefits myself and entices an investor/partner.

The only caveat is the first 5 years will be IO only payments, which is enticing for the seller.  

If this number entices them then I know they have slight motivation and it gives me an opportunity to build some rapport and go check out the property.

I do think the Chantilly area is a very enticing area for appreciation and growth plays, and prices are more reasonable.

multiple offer situations are shady as hell (they probably listed it low to entice an auction-style bidding). you never know what you're gonna get or not. you could use an escalation clause that you will pay X over the best offer up to amount Y (your absolute max offer). not all agents are versed enough with these, however. 

And putting traps in the house doesn't entice them any more than their natural instinct to be pests to humans. 

They usually offer cash to buy from sellers thus making it a very enticing sounding offer to many sellers.
