Smaller companies will have people that wear multiple hats - for example, the project manager and superintendent are the same person.A simple way to think about Project Managers is that they look at the overall scope of the project and handle everything outside the construction fence (ie schedule, pay apps, permitting, owners, architects, etc). 

If you want better insulation, you will want to remove the plater and fur out with 2x4's to allow for insulation.

This is not Monopoly, you do not need a top hat, 1000 houses and hotels on Baltic Ave in order to achieve your goal.

I always the texanism of "all hat no cattle". 

You need to either have the wires re-run through the center of the joists or fur the wall as suggested.
