I hadn't thought about splitting the utilities, but it may be easier to fold it into the rent. 

Fold your mail piece, buy your stamp and send it off that way.

It's the definition of a war zone, the school district is folding, there is abandoned property everywhere (lots, residences and businesses).  

But the focus and efficiency with which I now work has increased ten fold.

Its business- you have two choices when the situation on the battlefield changes- make a strong counter move that neutralizes your opponent, or fold.

My question is two-fold: One, does anyone know of any good property managers in that southern New Jersey area? 

If they cut corners with visible there is 10 fold hidden that will cost you at every turn.

What I did was look around for wash/fold/dry places instead.

You might as well hang cardboard boxes on your walls.The biggest problem with them is the backs are made of that folding cardboard stuff.

I understand that there are many different reasons that a property may go into one of the above categories but come on, they all can't be locked up in some weird note issue by a lender that has folded or was foreclosed without proper process.
