Today came across boarding houses and I thought this might be the way to go.

No one looking to buy wants the business, they want the property which can and will be used to build an apt complex of at least 50 apts (on the conservative side)  and possible +100, which we've been told by the board is very likely since they want to build the area up.Does anyone have any experience in building a complex like that from scratch, i want to get into real estate and me (his son) this could be a huge step in the right direction, we have some investors we can sit down and talk with in the near future.

I want to have a contractor on board before I even think of closing on any rehab property.

The local authorities do have some autonomy in administering the program and you will find some differences in their processes and the ways they distribute their funds (IE - bedroom size calculations), but the property, landlord, and tenant standards should be consistent across the board. 

Pay them what they ask and you'll get solid advisory in return.

This board is chock full of examples of Landlords that did it on their own and screwed up.

Probably not what you are looking for but for me automated solutions have their own problems when 100% of tenants are not on board.
