Your arguments should be economic : direct tax for the city and indirect income for the retail business in the city thanks to the development of tourism. 

It was at this point that tourism started booming and land prices were skyrocketing.

It makes a big chunk of the tourism market which carries Florida's economy.

However, I have no experience in adventure tourism per se. 

It has gone up a little bit and some smaller businesses have been moving here or sprouting up, but tourism and the hospital are still our main employment base.

Is it reliant on tourism?  

(That's 3-4% with ZERO tourism dollars coming in for a solid 6 weeks along with a 20+% spike in unemployment.) 

My area is susceptible to hurricanes and is influenced by tourism, and I'd like to get into a few different markets over the next few years. 

Because I love managing vacation rentals (and that's of course a personal choice), I am currently looking at countries with high potential for tourism in the coming years still having very low real estate prices.

It's an economy that's dependent on tourism and gambling.
