GC gave the final bill with 33% over budget, but all the time he was working backwards meaning, he knew the target and he already broken that amount into what all things will be done and just after appraisal coming up 33% higher.3. conventional lender - big mouth and unable to fulfill any promises. 

Hello,So in 2015 my friends enter in a joint venture agreement for sale of property to renovate and flip this 4plex.The agreement is between friend 1 and friend 2 is to put money upfront as friend 3 facilitated the deal and was going to bring in his expertise and take care of the rest.Along with that he got a limited power of attorney along with a quitclaim deed from the owners.Friend 3 will be unable to fulfill his part of the deal. 1.

Contract for Deed - Seller maintains ownership on the deed and holds the deed until all obligations of the contract have been fulfilled. 

Bob Stewart's presentation on local market statistics was awesome - and his promise (since fulfilled) to provide the data every month is exceedingly helpful.  

All else being equal, I'd much rather rent to Eddie than Tony (he meets income requirements and I know he's been at his job for at least 16years), but I don't like that he moved in unannounced.I'd welcome advice on how to handle this either way, but my first inclination is to get applications from the two new tenants and let them fulfill the last four months of the lease and re-evaluate with them in early March.  

I don't think there are any "steps" to take.You fulfilled your obligation of residing in property for 1 year under FHA rules.  

Someone out of state can fulfill both of these  roles, but make sure you have ways to contact them.
