Birddogging is illegal in Az in that respect, you can search the birddog threads and find that if you enter in an LLC and act withing the body of the seller you can avoid that issue, but the property needs to be in the LLC name.

There are basic things like the condition of the engine and body and tires and interior... but then there are other things like how did the owner treat the car, or was it involved in a crash, is it stolen.... etc...

Unless it's illegal in your area for contractors to take on work without a license, or local code prevents a GC from pulling permits, the only real disadvantage is that the contractor can't be censored or punished by the licensing body, which usually takes the form of loss of license and fines.
