The "wrong" example above is derived from owner occupant 2-4 unit math, which is where they learned it, and probably applicable to 95% to 97% of the very small segment of their production that is 2-4 unit at all (the above is actually STILL wrong even then, but I STILL see folks doing it ALL THE TIME, but hey let's not nitpick too much).

(you could also ask the Police Department to focus more patrols in these areas too).This way it seems like it would be more likely to attract investors and (safe) people to live there because they could lower their risk by concentrating in smaller areas at once vs just Flint.Carpenter to Hemphill, Clio Rd to Center Rd, it's not that big of a place, and you wouldn't need to number the whole area, just certain focus segments clustered around gentrifying business areas (because you are not going to replace the entire problem population--only butt up against them).
