I think I can safely use 4%Good job in the $2,000...As to the taxes... the 50% is a guideline... any time you have a stressing factor (say very high insurance cause you're on a fault line, very high property taxes, high turnover and long vacancies due to location, etc etc) you'll need to reconsider what that does to your expenses.

The image is too hard to tell where it ends hence the reason for the certification.If the Flood Zone touches any part of the dwelling, I may need to reconsider the property as the value of the home will decrease as well as the buyer will need flood insurance prior to their lender even considering a loan.

I could also argue that if you are looking to build equity, you will likely see more appreciation in single family than you would in a duplex, so perhaps you would want to reconsider the deal.What are the ramifications?

The property is a liability.I would advise you to reconsider your plan to hold this property and instead sell and use the cash to invest in true cash flow investments.Based on a 10% investment return/opportunity value on cash your 200K is worth $1666/month.
