I would consider offering an incentive like a free application fee, or $50 off first month, free parking for 3 months etc.

I've only ever sent out an offer like that once, and that was to a preforeclosure lead that refused to discuss the property, instead telling me "that's not how real estate works, just make me an offer".  

I suspect the owner could sell the property to a third party free and clear of your lender's claim to the income stream.
