Most landlords here prefer for tenant to pay (for obvious reasons) PLUS there is a statute that says if the power has been disconnected for seven consecutive days, the landlord may consider the premises abandoned and re-enter without the need for an eviction lawsuit.

That would be about 6 feet from the disconnect box to the unit .

The new family disconnected the cable to get her own which then left no WiFi for the other tenant.

Make sure the utility companies know your the owner, and any disconnection notice also needs to go you, so you can be made aware so the property remains protected. 

Is a lowly citizen simply so disconnected to the point that they're unable to find the lenders that would consider a situation like the one above?  

I feel like some of the other services have this disconnect between inquiry and application so I want to bridge that gap.
