Frequently, the property itself does not appear to be in the 100 yr. flood plain (Zone AE), but the street in front of the house is.  

There really are no laws regarding direct mailing or door to door soliciting and Realtors use these techniques frequently.

While  in contract,  I saw a   foreclosure property in a neighborhood I want to live, great price, (Under 30) great location next to a  Golf Courses, casino and a race track but it needs work..  

But then you'd run into people who might assume you work at one of the casinos. ;-)Bottom line: make it happen!

I would highly discourage contacting them frequently if you don't have business to perform, as this could cause you to be ignored and labeled as a waste of time.
