Hi - theres going to be some nuance and some options here - generally, like some of the other contributors have said, there is typically a at least 3 month (typically six month) waiting period for a true cash-out (based on value) but that there are some other options, sometimes called "Delayed Financing" or cash-out based on your costs that are earlier.

I think you misinterpreted my statement: without insurance if someone trips and falls and sues, or just feels like suing the original poster - if there is no insurance in place the owner is responsible That would definitely be true but I think if you read what you wrote you'll see that isn't what was coming across.
