Call his parents/rehab buddy - let the people who have intervened in the past know that they're needed again. 

If they're not willing to talk you could try to intervene in the foreclosure but your motion to do so may be denied since you took subject to the ongoing foreclosure. 

You can try asking your County Councilperson to intervene and help.
