I understand the principal of the tenants being responsible to "bring me the rent." and agree in an ideological sense, but from a practical stand point I need to get the rent out of their hands before they spend it, so I need to make it easy for them.

Further, it seems like states like to follow suit with other states, just like the short term rental regulations, so I won't be surprised is these ideologies move state to state too.. 

I find this is really true with ideologies of BiggerPockets.

It will never be my ideology but many of these current day investors subscribe to negative cash flow on some long term strategy they believe in.

It really depends how the company management ideology is and if they have options for a more costume service. 

Judging by your statements, I would have to say your business ideology would be impractical and unsuccessful in a lower income area
