Hawaii has better weather, closer and better nature, less crowded beaches, world class surfing and diving better than any place in Cali, with better city life going to some (not all) of the Cali cities listed.Don't even get me started on California tax treatment and business friendliness.

However, from where I'm standing TX and DE beat Florida any day in terms of business friendliness.

The good jobs that once existed have all moved out of town because of the high taxes and lack of friendliness towards businesses.

I'm just looking at things from a high level.I'm trying to compare tenant-landlord friendliness on a state-by-state basis.

My initial sheet, which was not indexed jn any way also considered poilatiom growth rate, unemployment, schools, economic diversity (bestpaces.net provides a lot of this data but I also used some census links), property tax ranking, where they state fell on a ranking of landlord friendliness, etc. 

Can experienced investors please let me know their thoughts on the landlord friendliness of Illinois (outside of Chicago)?

Mostly the ratios, land lord friendliness, taxes, etc.

They (like my state) are not known for their landlord friendliness.

Personally, I think the biggest driver of appreciation in Florida outside of business and tax friendliness is the lifestyle and inland Florida is not nearly as attractive in that regard.
