You have to be willing to sell your properties and access the equity to buy up.

We purchased this buy and hold historic duplex which faces William Land Park in Sacramento.

Buy a nice 4+ bedroom home.

Limit on rentals and we are above that limit today, so no new buyers at this time can buy to rent. 

If you can beat the ROI you're getting on the SFR, then do it.Otherwise, why can't you buy a 2-4 unit with a 3% down FHA loan?

I ask because we only buy houses around the southern US (TX,OK,AR,TN) but we're curious to know if more opportunities to buy foreclosures could potentially exist in other markets.
