If you are hurting and are in financial trouble apply, but there are millions of business out there that need these funds and the idea that some might just want to take the funds cause its available could mean that the local restaurant misses out, or the local toy store fails cause they didn’t get the funds because they ran out, or the mom and pop hardware store has to lay off their employees for good.

By that I mean I considered which would be LEAST likely to close down/layoff in the event of a partial shut down due to some of these "shelter in place" orders we're seeing in California, and the applicants I ultimately picked both worked in industries that I felt would be least likely to be affected.
