I dont have any feedback for turn key REI but lots of experience with 1031X and my suggestion for you is to make sure you have a good idea of the exchange you're going into or at least the category of homes or type you're aiming for.

. - Many of the Renter's Insurance policies do offer limited damage protection to owner, so it may be a good business decision for an owner to pay while tenant being evicted.Property managers CANNOT get liability insurance on a property they have no ownership interest in.

You can weed them out till you find good ones, and when you do, then you offer a 6-12 month renewal.

Good suggestions above.I would research the labor cost of a total resanding and recoating. 

In addition to offering "cash for keys" assure them that they can use you as a referral on their next tenant application, or offer them a short term-2 month lease.

Always ask, and don’t be swayed by a sales pitch suggesting that the distinction doesn’t matter—it absolutely does.

If they are unwilling to make the needed repairs or negotiate,  I would suggest walking away.
