That is for people trained to buy property the correct way, but most people aren't trained so they resort to the aforementioned options. 

Mostly because they have a lot of resorts and hotels that work to "lobby" the municipality together and keep Airbnbs to a minimum.

Someone who had purchased the legal STR with NUC or in "Resort Zone" they most likely be doing alright, but for someone to buy in 2024 and do STR, I think it would be very hard to make a decent ROI.
