IF you have super strong income and you and have a lower 1st lien, lots of equity - MAYBE your best bet is using a local bank or CU to get most competitive HELOC inv terms.

Enough immediate cashflow to balance out the mortgage, taxes and insurance.

If you aren't already aware what happens after the 1031 exchange, you may have to file tax returns every year for Oregon AND Portland every year after you sell.

I am about to graduate college in May 2025, and will be making about $120k (pre tax) in my full time job postgrad (Washington DC area).

If you sell it, you get $250k single / $500k married exemptions from capital gains.Speak with a tax professional about how much you'll save in taxes by doing this. 

Checking: collect all income here, then use it to pay bills.

I looked into this as well since I'm getting terribly bent over on my w-2 taxes. 

Bad- if your income tax is lower over there you still have to pay up to the US rate.  

NJ has the highest taxes per capita in the country so high taxes are expected especially in Northern NJ.
