@Catherine Emert - In Virginia too, and likely in every state, tenants are responsible for damage they cause, including a pest infestation.  

It also depends on state of the 6-unit property that you are interested in purchasing. 

I would love to here from anyone who has done something similar to this, especially in the Phoenix Metro area, but even someone who has done this in another state, might be able to offer some insight.
