If you are borrowing funds for RE investments, then the bottom going rate for new investors (which I assume you are due to the question) should be expected to start at 10% annually and go up from there. 3% screams red flags and scammer alert.

Not unless they failed to secure the property per your instructions or contract.In Detroit, we deal with this all the time and have a standard communcation template, with security options, we send owners as soon as we know a property is vacant or a tenant moving out.Too many owners ignore our communications and then scream when their property is stripped.So, if this is realtively common for the area, while your PMC has no liability, they should be thinking ahead and working with you to minimize the chances of this happening.
