From the sources I've seen, it involves looking for 20-30 or so similar homes to the major MLS listed features of your home, then taking the average price per square feet and using that as your target "market price per square foot".

IRS liens are no big deal.. worse case you just have to hold the property about 180 days and they fall off.. many people get scared of IRS liens myself I would target those as I knew many would not bid because of it..

I recommend you read some books about how to manage properties well, use a strong contract, know that contract inside/out, know your state law inside/out, build policies and procedures to catch and stop problems quickly, know how to screen and select good applicants, etc.An ounce of prevention is worth a pound of cure.
