Could be new tax laws forcing companies to leave, an increase in crime rate, bad weather (many people have moved south in recent years to escape the cold), health or environmental factors, etc.Immigration- Just as important- what is bringing people in?

I thoroughly understand her concern as someone who also has been a tenant for years and as someone who is concerned about her health and all the negative environmental affects on it, which have real time affect on vitality, disease, and functioning. 

In CA they are talking about removing red tape to build and getting rid of environmental regulations in order to build more but we will see.

You need to do environmental studies, and stay away from parks that have their own sewage treatment plants or septic systems.I was interested in investing in parks as a diversification from multi family.
