Especially when they are going into foreclosure and fear their credit being damaged.

Our lease has a clause that makes the tenant responsible to report leaks and defects and is responsible for any consequential damages that arise from a failure or delay in reporting.

Are there any two-family homes on your block? 

As for a PM managing you can just block the time you want that is how it is usually done. however some PMs want a certain amount of prime time available or they don't want to manage it.

I've used Airbnb and they have reimbursed me for repairs when a guest does damages, but they take a lot of time and the reimbursement is not always what I expected.

And anything within a block or so of the ocean is going to take an incredible beating from the winter weather salt air etc etc.. and then you have the Tsunami that is coming with teh massive earth quake that will come and that will wipe out whole towns on the Oregon coasts.

Any tips you have when dealing with a tenant who consistently breaks lease, lies about property damage / repairs needed, does things like keep the heat off in the winter when shes closed for the one day a week.

I've used Dennis Block for years, has always done a good job for me.  

If not, or if this is a first time occurrence, I'd start with gathering any tangible proof that the damages are a result of the other landlord or tenant ie; video camera, pictures and suggest to the tenant that they seek a resolution based on the evidence.
