Inherited small apartment building and have a problem tenant

The tenant in question rents an apartment unit AND the commercial space. The building is on a corner property. There is a business side and there is the residential side- 4 Apartment units. And a single business. 
This tenant has taken advantage over every single thing. I live in one of the apartment units too. 

She NEVER provides any notice of anything that breaks, needs repair / replacement. What she does is, the moment I discover there is repairs needed.. i ask the tenant why she didn’t let me know when it happened. She always lies and says “she didnt know” or she didnt break it. And then proceedes to give me a list of really expensive repairs to get done asap. 

i have repeatedly told her she needs to contact me whenever anything breaks or is in need of repairs, which is stated in lease. She never does though. 

She leaves her junk all over the parking lot and the exterior stairwell to the utility, storage, and laundry rooms. 

Leaves garage door opened for days at a time

Leaves the basement door opened all day and night long (door that leads to the utility room and her business). 

Makes her own repairs / Replacements without providing any notice or getting any permission. 

I decided to put security and doorbell cameras all around the exterior to deter her From repeatedly breaking lease.

what do I do? She is really rude  and takes advantage of my situation with this property inheritance  my gramps never taught me how to run it. 

Any tips you have when dealing with a tenant who consistently breaks lease, lies about property damage / repairs needed, does things like keep the heat off in the winter when shes closed for the one day a week. Now thats common sense to have heat on when its freezing outside. She already caused the pipes to freeze and burst twice. A total of 5 Pipes. 

How do i get her to stop taking advantage and do whatever she wants? I hate confrontation and she is aware of it. Any tips? 

Also- could i put a security camera in common areas like storage room and utility room?
