Is it a wise choice to do this development?

Ya that was my only concern as well (time wise).

I am just starting with my investment and I am quite unsure if it is wise to pay that amount of money for a simple LLC formation as I only have one property for now.

I do not plan to manage the property myself, but that mentality would be really wise for someone whoo is planning to do that.

Negotiation wise, unit listed at 30K...my parents were confident we could get 26-27K, so we started at 25K and met in the middle.

My wife and i are currently raising the money to put a down payment on a 4Plex (Using an FHA Loan).We are just unsure what to do career wise so that we can have capital to invest more and more each year?? 

Of course that depends on the specific property and deal you get. i would start in neighborhoods that are at least $125k and up, other wise you are going to be in riskier areas and areas that area more hassle and less passive.

It's about 50 minutes away from me driving wise so not too bad.

Not sure why your appliance tech told you other wise.

This time, I'm more wise about how I spend my money.
