It needs to be upgraded with a full restroom in each unit.Is that a construction loan? 

I've been using it for about 10 years now and have gotten to were I upgrade every other year just to make sure it's current on different updates. 

This prevents erroneous maintenance requests, or a tenant trying to get you to upgrade the property through work orders.

Comps show around $225,000 after upgrade of course

I currently have my funds ready (hardmoney).My goal for the first flip is to simply find a property that only needs upgrades in the kitchen, bathroom, paint job, flooring and any other" small" items that will add value.

My initial plan was to house hack with my va loan; however, this is looking like a great deal if I could get it for an ideal price (it has been on the market for over 2 mos and I just received word that the condition is considered "poor" as there haven't been any upgrades in a decade and it's looking to be in a B-/C area...so I'm hoping to knock the price down significantly...any advice on this would be appreciated as well!).

The neighbor picks up garbage off the sidewalks, sweep it daily, pull garbage pails in, change bulbs in the common areas, and advise me if snow cleaning is performed.Given he's been there for 40 years, the condition of his apartment if you don't plan on upgrading is another $50 to $100.

What it really is they make you buy a more efficient equipment and the cover the cost between basic to upgrade.
